Add group wiki controller

What does this MR do?

Add the group wiki controller for #211360 (closed).

Manual Testing

• Run Feature.enable(:group_wiki) in a Rails console.
• Manually navigate to /groups/$PATH/-/wikis.

Screenshots

Editing doesn't work yet, so I had to cheat by manually creating the content in the repository. But reading works! 🎉
