Use CodeQuality 0.85.10 in the CI template

What does this MR do?

This uses a newer version of https://gitlab.com/gitlab-org/ci-cd/codequality/ in the CI template that we package and ship with GitLab.

The upgrade contains one minor change, ignoring standard jest folders in CodeClimate, along with an upgrade to CodeClimate 0.85.10
