Rename buy CI minutes link

What does this MR do?

Change the "Buy CI minutes" to "Buy Pipeline minutes" as we decided to use that term elsewhere.

This will involve changing helper/view level method names as well so as to not introduce 2 naming references in view/UI where possible.

Note: We are behind a feature flag for this link, so no changelog will be provided.
