Add note about gitlab.com policies
What does this MR do?
Adds a note that expiration policies are not available for projects created before 12.8 on gitlab.com. Self-managed instances can still update the settings.
This will be updated once we add throttling and enable the feature for all projects. See the epic for more details. &2270 (closed)
