Add 13.1.0 version specific upgrade note for HA

What does this MR do?

The main thing is that GitLab installs with multiple Rails web nodes cannot skip over 13.1.0

Describes impact and steps necessary for HA installs relating to the new CSRF token generation

NB: The patch that allows no-downtime upgrade is removed in 13.2 - see !35104 (merged)

Author's checklist (required)

1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
