Pick repository storage based on weight
What does this MR do?
After !31645 (merged), we are now saving repository storages with a weight from 0-100. We also need to change application settings and the way it picks a repository. Currently it still uses repository_storages instead of repository_storages_weighted.
This mr fixes that.
