Enable optimized_timebox_queries by default
What does this MR do?
The feature flag has been enabled (>1 week) on PRD and there were no problems reported (sentry). The change does improve the performance so I'd like to enable the FF by default: !32953 (comment 353408334)
Note: adding ~backstage since the previous MR contained a changelog
