Add a note for 13.0.1 upgrades

What does this MR do?

Adds a note for upgrading to 13.0.1.

config/initializers/rack_attack.rb its added on 13.0.1, so if the installation has this file defined for some reason, it'd be silently overwritten, this commit adds a note to our documentation to notify about this and suggests to create a backup.
