Update GitLab Workhorse to v8.30.3

What does this MR do?

Part of https://gitlab.com/gitlab-org/release/tasks/-/issues/1385

Two fixes for NetApp SendGrid were recently merged for 13.1. We want to backport them to 12.10. The Workhorse MR doing the backport for 12.10 is here: gitlab-workhorse!519 (merged)

This MR targets the 12-10-stable-ee stable branch, bumping the workhorse version to pull in the changes listed above.
