Split bulk edit doc pages into sections

What does this MR do?

The current Bulk editing and Bulk editing - group level pages are not well organized.

In each of the two pages, I:

  • add sub-sections for each type of object (MR, issue, epic)
  • specify required permission level right under the heading
  • list types of attributes that can be changed when bulk editing each object
  • list steps specific to MRs, issues, or epics, instead of having one sequence listing all alternatives

  1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
