Refactor mr_widget_terraform_plan to use GitLab UI components

What does this MR do?

The current Terraform MR Widget is using an <a> tag and the CiIcon.

This will refactor the component to instead use GlIcon and GlLink

The widget appearance should not change.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
