Remove leftover from DuplicateSpecLocation

What does this MR do?

Part of #211887 (closed)

When !27952 (merged) got merged and fixed the linting issue, the line for - ee/spec/lib/gitlab/gl_repository_spec.rb has not been removed.

Since this is was the last item of the Exclusion list, I've removed it and replaced it and set the linting rule to be be enabled.
