Move Usage activity by stage for Configure to Core

What does this MR do?

Moves "usage activity by stage" data for Configure stage to Core

• They were not EE-specific anyway #220802 (comment 359673416)
• Docs update for the move !34167 (merged)

This is a first iteration in order to move all non EE-specific counters to the Core
