Rc/integrate dashboard timezone

What does this MR do?

Note: This is currently pointed at rc/allow_blank_dashboard_url. Once that is merged this will be pointed to master.

This passes the new metrics dashboard timezone to the front end. It also handles the case where a project may not have a metrics_setting.
