Do not display user limit count banner for licenses with over capacity

What does this MR do?

This merge request resolved two problems with recently introduced banner in !32404 (merged)

• Makes banner dismissable.
• Does not render the banner if the current user count is higher than license includes.

NOTE: This banner was introduced in this milestone so no changelog here.
