Use tagged Gitaly version
What does this MR do?
Updates GITALY_SERVER_VERSION to use a tag instead of the SHA.
The ruby 2.6.6 upgrade has been included in v13.1.0-rc2
This also prevents component_needs_update? from returning true all the time when setting up Gitaly for tests.
