Handle projects actions with bulk-incremental indexer

What does this MR do?

This MR moves all initial project indexing into ElasticIndexBulkCronWorker and introduces Elastic::ProcessInitialBookkeepingService to track all initial indexing using a ZSET (redis sorted set).
