Add troubleshooting to license docs

What does this MR do?

The Support team is reviewing documentation that is frequently linked in Zendesk. In reviewing the license docs I found a few common questions that customers were asking that did not have answers in the docs. This merge request adds the following into a troubleshooting section:

  • "License" does not appear in the admin area because customer is a GitLab.com user or has Community Edition installed
  • A renewal license cannot be uploaded because additional true up users must be purchased

  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
