Network policy toggle

What does this MR do?

This MR adds support for toggling NetworkPolicy on and off from the update action of the corresponding controller.

Toggling is implemented by narrowing the scope of podSelector via a custom label.

Toggle feature will be used in the new policy management UI: &3328 (closed)
