What does this MR do?

Finally adds the base graph to our code! Woohoo! Part 100 of #215517 (closed). Does not include hover and click interactions, which will follow in the next MR. Everything is still behind a flag.

Colors are based on the Pajamas data visualization variables.

The sample gitlab-ci.yml files in #215524 (comment 341935827) can be added to a project to create test graphs.
