Bump cluster applications image to 0-16-0

What does this MR do?

Bumps cluster-application docker image from 0.15.0 to 0.16.0

Main changes are:

• Adds PostHog as a Managed Application (see docs)

It also includes several small fixes, most related to the the cluster-application repo itself. For a complete diff:
