Fix broadcast messages button alignment

What does this MR do?

See #22868 (closed)

The alignment of the action buttons in the "Broadcast Messages" table was off. Also the table would cause a horizontal scroll on mobile. This MR fixes both those issues by adding two classes to the HTML elements
