Move droplab hook_spec tests to jest

As a part of Jestodous of epic this MR brings over the karma test in droplab/hook_spec to Jest.

These tests have not been written in this instance, they are merely migrated trying to preserve as much coverage as possible.

The tests in this MR have been mostly ported-over using the jestodous codemod, minimal manual work was done to align them.
