Remove license requirement for batch comments

What does this MR do?

This is a step to move Reviews functionality to Core.

In this MR, the license requirement will be removed so once all backend components are completely moved outside ee, it'll work for Core.

Additional MRs will be created to move the batch comments related code outside ee/.
