Add note to ECS CI template

What does this MR do?

This MR adds a note to ECS CI template, warning users not to include Jobs/Deploy/ECS.gitlab-ci.yml template into their own file config.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
