Updates the operations empty state

What does this MR do?

This MR switches out the empty state in the Operations dashboard to use <gl-empty-state /> from Giltab UI.

It also migrates a lot of the testing of the dashboard component to Jest.

I've had to leave some testing in Karma due to complexities that would make this MR expand in scope a little too much. We should follow up and migrate the rest once this is merged.
