WIP: Fix monitor quarantined specs | all_monitor_core_features_spec.rb and all_monitor_features_spec.rb

What does this MR do?

De-quarantines !32054 (merged) and fixes #217705 (closed)

• runs docker on Kubernetes
• removed the tags on the gitlab-ci.yml file because of now running in Kubernetes
• fixed the auto_devops_domain order for logical clarity (CI variable should be set before triggering the pipeline with the push)
