Add back vendor/gitaly-ruby in artifacts
The removal of this path in
!30368 (merged) caused cache
poisoning issues when gitaly-ruby gems were updated. Since the
auto-deploy branch used the master branch for Gitaly but GitLab hadn't
been updated, a stale version of the ruby-go-cache-v1 cache could
overwrite the newer copy.
