Document new SAST environment variable `SAST_GOSEC_CONFIG`

What does this MR do?

Documents the new SAST environment variable SAST_GOSEC_CONFIG.

This MR replaces !18050 (closed). That MR was more than 27000 commits behind master so it was easier to create a new MR and cherry-pick the commit into a new MR.
