GraphQL: hasPreviousPage and hasNextPage not working consistently

What does this MR do?

hasPreviousPage and hasNextPage I Gitlab::Graphql::Pagination::Keyset::Connection were using the default versions based on offset pagination. Added specific versions for use with keyset pagination
