Update 25k and 50k HAProxy External ref specs

What does this MR do?

MR updates the HAProxy External node specs for the 25k and 50k Reference Architectures to be higher.

This was discovered to be required after switching to testing larger target files with GPT performance tests. HAProxy needs higher CPU specs when streaming large file downloads at scale. Testing found that ultimately external HAProxy needs the same specs as internal haproxy.

This shouldn't have too much of an impact to customers. Load Balancers at this scale typically have larger specs (and are hardware based) than what we have listed but it should be noted regardless.
