Add iteration title/value to Issue sidebar

What does this MR do?

Repro:

• Open the rails console in your terminal rails c
• Feature.enable(:iterations)
• Make sure you have a license on your account
• Go to an issue.

TODO:

• close icon on dropdown
• on down arrow be able to select an iteration
• PERF IMPROVEMENT Load iterations only when edit is hovered on or clicked.
• Add tooltip to on hover when sidebar collapsed.
