Filter pipelines based on url query params

What does this MR do?

Takes the url query params like https://gitlab.com/gitlab-org/gitlab/pipelines?page=2&scope=all&username=pburdette and filters pipelines. Also ties the url query params to GlFilteredSearch and the related tokens.

This ensures that if a user was to share a url like https://gitlab.com/gitlab-org/gitlab/pipelines?page=2&scope=all&username=pburdette the filter will hold and will not have to be reapplied manually.
