Fix missing dismissed_by_id field for Vulnerabilities

What does this MR do?
This MR addresses #217600 (closed) by providing the author_id from the dismissal_feedback if no dismissed_by_id exists for a dismissed vulnerability. This is the case with vulnerabilities that have been dismissed prior to the deployment of Standalone Vulnerabilities.
