What does this MR do?

This allows us specifying in gitlab-ci.yml

reports:
  lsif: lsif/

instead of necessarily naming a job code_navigation as we currently do: https://gitlab.com/gitlab-org/gitlab-shell/-/blob/master/.gitlab-ci.yml#L103
