Remove support for Ruby variable interpolation in custom dashboards

What does this MR do?

Remove support for variable interpolation using the Ruby format (%{variable}) in custom dashboards. The Liquid format ({{variable}}) has been supported since 12.7, and will be the only supported format from 13.0 onwards.

The Ruby format deprecation was announced in 12.6.
