feat: add expunge deleted messages option to mailroom

What does this MR do?

In gitlab-org/charts/gitlab!1123 (merged) support for the mail_room expunge_deleted option was added to the helm chart.

This ports the option to gitlab (and to omnibus in omnibus-gitlab!4211 (merged)).
