Update auto-deploy-image to v0.14.0

What does this MR do?

Updates auto-deploy-image with the all the changes planned for %13.0 except the default postgres channel change:

• Upgraded Helm to 2.16.6
• breaking change (for users on k8s older than 1.9, which is technically not supported by GitLab anymore): Set the default deployment API version to apps/v1
• Helm deployments now use --atomic by default
• Do not delete legacy PostgreSQL unless AUTO_DEVOPS_POSTGRES_DELETE_V1 is set
