Add time metrics card component

What does this MR do?

This MR is part of the FE implementation of #21863 (closed)

• Adds the time metrics component
• Adds updated specs

NOTE: The api request for this component and also adding the component to the base.vue file for value stream analytics page will be handled in a follow up MR
