Docs: clarify that Cillium installation requires a manual restart
What does this MR do?
Update the documentation to be clear that the restart is not done automatically and requires manual user intervention.
I was following the guide as a test the other day and was left wondering why Cilium wasn't working. I thought the caution was a warning to let me know that my pods would be restarted but, in fact, it means that I need to do it.
