Add sign-up Experience Level page

What does this MR do?

• Adds a new route for /users/sign_up/experience_level
• Adds a new action in RegistrationsController called experience_level
• Adds a new view for registrations/experience_level with a very simplified version of the contents
• Everything is hidden behind the :onboarding_issues experiment
