Remove .use-docker-in-docker include for SAST

What does this MR do?

In support of Use non-DinD mode by default for Security Products, we want to DogFood DinD-less SAST.

And in !29066 (merged), I missed that we also need to remove the .use-docker-in-docker include, so we are still using Docker in Docker. This MR fixes that.
