Switch ThreadMemoryCache to ProcessMemoryCache

What does this MR do?

Thread-local cache is ineffective when using Puma because unused threads are reaped until it reaches the min threads setting.

We already tested the ProcessMemoryCache for feature flags (!26935 (merged)) so this enables it for other classes where we're still using ThreadMemoryCache
