Add provider icon to cluster list

What does this MR do?

This is part of the cluster page redesign.

This MR will:

• Add a helper method that renders different images, depending on the cluster provider
• Adds the new image to the cluster haml file
• Adds some missing utility classes
• Adds tests for helper methods
