"None" syntax highlighting theme for Web IDE

What does this MR do?

Issue: #216543 (closed)

Add "None" syntax highlighting theme for the Web IDE. (Lack of a theme.)

We currently support this setting in our preferences section, so this setting should apply to the Web IDE too.
