Connect confidential component to notes store

What does this MR do?

As a result of getting started on #37106 (closed), I needed to add confidential to the vuex store and change how we were exporting the notes store in order to share state across Notes and the issue sidebar.

Acceptance criteria for this is that nothing breaks the existing implementation/specs.

MR to follow will actually implement hooking up to Apollo.
