Add table info to Docs Style Guide

What does this MR do?

Updates the Documentation Style Guide to include a specific section for Tables, along with recommendations that tables have spacing that makes them easier to parse, that blank cells in tables be avoided, and a style for indicating Yes or No options for feature tables.
