Add system note support for publishing issues

What does this MR do?

#209849 (closed) will add /publish quick action. We will want to create a system note corresponding to the action. This MR adds support for the system notes, but does not yet utilize it.

Adding the quick action is a pretty big MR, so separating this functionality out should make it easier to review.

As these changes are entirely non-user facing, I'm going to skip the changelog.

Screenshots

Can call ::SystemNoteService.publish_issue_to_status_page(issue, project, user) from a rails console to generate the note.
