Move Auto DevOps Test.gitlab-ci.yml to rules syntax

What does this MR do?

Started out as a revert of this revert !25492 (merged)

This is a breaking change for the subset of users who extend or override the test job in any way and use incompatible syntax such as only, except in their overrides.
