Prevent Seat Link Sync when license has no expiration

What does this MR do?

Prevents the sync of seat link data for instances with licenses that have no expiration date. This prevents a bug when checking if the loaded license is current. It also doesn't seem necessary to sync licenses without an expiration as they wouldn't need to reconcile or renew as they are internal licenses.
